摘要
对建立森林生态效益补偿机制进行了理论探讨。回顾了我国建立森林生态效益补偿机制的历史进程。介绍了国外的做法。统计了云南省省级公益林的7个区位林地,其总面积为333.3hm2,年需生态补偿资金2.5亿元。提出了建立云南省森林生态效益补偿机制的思路、原则、资金来源、收取渠道以及使用安排保障措施。
The paper theoretically discusses the establishment of compensation mechanism of forest ecological benefit and reviews its historical progress as well as the practice and experience at broad. It counts 7 regional forestlands of provincial non-commercial forest as total area of 333.3 hm2 in Yunnan, which needs 250 million yuan of ecological compensatory fund in each year. The paper also proposes the thinking, principle, fund source, gathering channel, use plan and measures of establishing the compensation mechanism of forest ecological benefit in Yunnan
