分析了军工科研院所改制的基本特点,总结出科研院所改制应重点解决的几个关键问题,以及科研院所改制方案的基本结构和内容以及实施策略,为科研院所的改制工作提供了理论基础,旨在探索一条适应目前形式和发展需要的军工科研院所企业化改革之路。
The paper analyzes the basic characters of war industry research institutes＇ reform and summarizes the key problems of the reform and the main structure, including the basic structure and implementation strategy, all of which have given the theoretical foundation.The main aim is to search for a way of war industry institute and enterprise reform which is suitable for existing status and development requirements.
