摘要
运用DEA方法,从综合有效性、技术有效性和规模有效性3方面对全国30个省(市、区)(缺失西藏数据)的高技术产业投入产出有效性进行实证分析,根据技术有效性和规模有效性对其发展状态进行分类并提出相应对策。结果表明,我国高技术产业在现有的发展水平上存在投入产出效率不高、总体规模偏大等问题,各省市需针对自身特点制定相应发展策略。
This paper applies Data Envelopment Analysis (DEA) to evaluate the high-tech industry's input-output relative efficiency of thirty provinces in China from three aspects:integral efficiency, technical efficiency and scale efficiency. The results show that only ten provinces, such as Guangdong, Tianjin, Jiangsu, etc, have a satisfying integral efficiency score, and the technical efficiency of the other provinces is poor except Guangxi,moreover,there are sixteen provinces whose scale of the hightech industry is bigger. Then the provinces are classified into four types according to the evaluation result and strategies are put forward. The governments are supposed to take their own strategies aiming at the problems. The conclusion indicates that the developed regions don' t always perform wall in the aspect of input - output relative efficiency so that consummating the appraisal system of high - tech industry is necessary and with the levd of high-tech industry in china the input- output efficiency should be improved and the scale could be smaller for most provinces, what's more, the independent innovation ability is suggested to be enhanced.
