摘要
目前,我国高等教育在资源配置、宏观布局、收费制度和招生制度等方面存在着一些非公平现象,这些非公平现象大多源于非理性决策,需要通过高等教育理性决策,特别是制度变革和制度创新来逐步加以解决。
Currently, some unfair phenomena exist in our higher education in the following aspects： resources distribution, macroscopic allocation, charging system and enrollment system. Most of these unfair phenomena originate from irrational policymaking and can be solved through rational policies,especially the system reform and system innovations of higher education.
