摘要
社会主义新农村建设的本质意义就是要推进乡村社会的发展。在凤阳县新农村建设实践经验中,显现出制约乡村发展的问题并非一般问题而是乡村过密化的结构性困境,它受复杂的综合性因素的影响。要走出这一结构性困境,新农村建设需要在宏观层面上再次深化农村改革,促进农村劳动力向农业外转移,扩大对乡村的资本、技术和信息投入。
The essence of the construction of new socialist countryside is to promote the development of the rural society. From the practice of the new socialist countryside construction, the problem appearing to restrict the rural development is not the common problem, but the structural difficulty of over-density of villages, which is influenced by complex and comprehensive factors. To walk out of this structural difficulty, the construction of new countryside needs to deepen the rural reform again in macro field, to accelerate the shift of rural labour to the non-agricultural field, and to enlarge the investment of the rural capital, technology and information.
