摘要
文章主要探讨了和谐校园建设中高校管理的程序和实体法律问题,提出要实现和谐校园建设的整体目标,必须从法制保障建设、法治文化建设、行为规范建设以及权力制约等方面着手,将高校管理纳入到法治化的进程。
The article mainly discusses some procedural and substantial legal problems concerning the Rule of Law that exist in the university administration in building a harmonious campus. The author claims that it is necessary to establish a perfect legal system, a legal culture environment, and the rule of university administration to realize the goal of building a harmonious campus. And at the same time, the power of the university governors should be restricted. Only these measures are done, can the university administration be brought into the process of the Rule of Law.
