This paper tries to investigate the use of framing before a question by Chinese English users and native speakers in institutional talks from the sociocultural perspective. Based on the observation on the speech behaviors of two question masters in 2002 CCTV Cup English Speech Contest, and on the way Chinese English users and native English speakers raise questions in public talks as well as a few follow-up interviews, the writers of the paper reach the conclusion that Chinese English users and native English speakers differ greatly in using framings in institutional talks.
