摘要
围绕着欧洲一体化的实际进程,已经演绎出了各种不同的理论观点,其中包括功能主义和新功能主义、联邦主义和邦联主义、政府间主义和超国家主义、历史制度主义和多层治理理论等。这些理论试图从不同的方面解释欧洲一体化进程的性质、机制、动力和未来发展前景,因此对我们理解现在欧盟的性质和政治结构及其未来发展前景都具有十分重要的意义。本文旨在初步探讨这些理论,特别是欧盟的多层治理理论和决策机制对“泛珠三角”区域合作的启示。
From the perspective of political integration, the present paper attempts a survey on the different theoretical interpretations of the practical European integration process, which include the functionalism and neo-functionalism, federalism and confederalism, intergovernmentalsim and supranationalism, historical institu- tionalism and multi-level governance. These theories tries to explain the nature, institutions, dynamics and the future tendencies of the European integration and will be of great significance in our understanding of the current European Union and its political entity. The conclusion of the present study maintains that EU multi-level governance and decision making may shed light on the decision-making process of the Pan-Pearl-River regional development.
