摘要
文章首先说明了国际污染转移问题的严重性,然后对污染转移的定义进行了法学意义上的解构,对污染转移的概念、途径、本质进行了分析,进而研究了污染转移中的责任问题,最后提出政策建议以供我国政府有效应对污染转移问题。
This article begins with the seriousness of the problem of international pollution transfer. And then it deconstructs the concept of pollution in the legal sense, and makes essentially an analysis of concept, means and essence of pollution transfer and the responsibility in the problem. In the end, it puts forward some suggestions for our government to effectively deal with the problem.
