摘要
目前,我国高校国有资产管理中存在着观念淡薄、制度不够完善、资产闲置严重、采购过于分散、产权不够明晰等问题。建议转变观念,采取有效措施,进一步改革和完善高校国有资产管理体制,实现维护资产完整、优化资源配置、发挥资产最大作用、取得最佳的资产使用效益、投资效益和社会效益的目的。
Nowadays, the problems about concept, imperfect rules, disuse assets, decentralizing purchase and unclear property righits exist in the management of national assets. It is an important asset man- agement task how to maintain the integrity of assets, how to optimize the station of assets, how to furthest perform the function of assets and how to innovate and improve management system of national assets to gain the best utilization of assets,investment and the social benefit in the procedure of assets management.
