摘要
农村教师队伍在数量和结构上存在整体超编和结构性缺编的问题,不合理的编制结构致使农村教师队伍出现青黄不接、老化严重、教非所学、学非所教等诸多问题,个别教师专业化水平及非学术素质较低。解决这些问题首先是优化农村教师队伍结构,调控人才的合理使用,各方共同努力解决农村教师继续教育经费短缺问题,另外对农村教师在福利待遇上应实行相应的政策倾斜。
There exist certain problems in the countryside teachers, such as insufficiencies in structures, and redundancies in overall establishment. Many of the problems in the common countryside teachers, such as staff shortage, staff aging, and unprofessional teaching are all resulted from unreasonable established structures. Many teachers" professional and academic abilities are quite low. In order to resolve these problems mentioned above, we need to improve the structures of the countryside teachers, adjust the reasonable use of the talents, and resolve the funding shortage of the further education of the countryside teachers in all aspects. In addition, more policies should be provided towards the salaries and benefit of the countryside teachers.
