摘要
在当前国家提出改造、振兴东北老工业基地的大背景下,应该围绕创新这一着力点做文章,积极探索东北区域经济振兴和发展的新思路。创新是振兴东北老工业基地的必由之路,因此,振兴东北老工业基地,创新要有新的思路。要完善制度创新,包括完善政府制度和市场制度,大力推进企业制度创新,从而消除阻碍老工业基地振兴的体制性障碍;要推进集群式创新,依托地缘优势构建区域创新集群,大力发展以产业关联为基础的产业创新集群;还要大力提高自主创新能力,营造良好的自主创新环境和氛围,选择优势领域和主导产业开展自主创新,积极促进科技成果转化。
Innovation is the most effective methods in reviving old industrial bases. Therefore there must be new ideas in the proceeding of reviving old industrial bases. Firstly, we must repair system innovation, includes mending government system and market system, and pushing enterprise innovation to eliminate the obstacles of mechanism in the proceeding of reviving old industrial bases. Secondly, we hadst push clustering innovation, depending on geograplay advantage to construct region innovation cluster and develop the industrial innovation cluster on the base of interrelated industry. At the same time, we must enhance the power of independent innovation, building favorable environment, selecting advantage fields and dominant industries, enhance changing the scientific production to enhance the power of independent innovation.
