摘要
世界文化遗产的旅游开发和保护的矛盾是中国世界文化遗产地实现可持续发展的核心问题.作为世界文化遗产地的平遥古城,有其独特的自然和人文景观,极具旅游开发价值.以平遥古城为例,系统总结了古城保护与旅游开发面临的主要问题,探析了这对矛盾产生的主要原因,提出了解决问题的思路和对策.认为遗产保护和遗产开发的矛盾并不是不可调和的.旅游开发始终应坚持“保护第一”的原则,并建立科学合理的保护和管理.在正确认识遗产资源的特殊性和中国国情的前提下,以旅游开发为手段,提高当地人民的物质和文化生活水平,才能使保护工作从消极保护转化到积极保护的轨道上来.
The tour development and the contradiction of the inheritance protection in the world are the core problems that the world cultural inheritance ground in China can keep on a development. As the Pingyao ancient city of culture inheritance ground in the world , it has its own special natural and humanities view. Also, it has a high tour development value. This paper takes Pingyao ancient city as an example, sum up systematically the main problem between the ancient city protection and tour development. Discussed and analysed the main reason they caused. Put forward problem-solving way of thinking and the countermeasure. Thinking the antinomy of inheritance tour and inheritance development can be tempered. The tour development should insist the principle of ＂protection is the first＂ always, and build up the protection and the management of science reason. At right understanding the special of the inheritance resources and the premise of the Chinese state of the nation under, with tour development for means, material and culture which raise local people live level, the orbit then canning make our protections work convert to protect actively from the negative protection comes up.
