摘要
马克思、恩格斯在其生活的时代的主要任务在于揭露资产阶级政府的阶级本质,但是他们也在不同层面上揭示了责任政府的有关内容。马克思、恩格斯强调责任政府总是代表统治者的利益诉求,但是同时必须为社会的原则和现实所制约。同样责任政府的政治职能体现于社会职能之中,在履行这一职能时,需要有责任心的人被选举出来组成廉价、法治、民主的政府。无产阶级政府的核心责任是保障劳动者的解放和实现人的全面自由的发展,这一切只有在工人阶级夺取政权之后,通过必要的政府体系的设立和运作才能实现。
In the times of Marx and Engels, their principal task was to disclose the nature of the capitalist government; moreover, they thought about responsible government. They emphasized that responsible government belonged to the governing class, and meanwhile was restricted by the social rule. The governmental function was based on social function. In the process of the responsible government, some people with the sense of responsibility should be elected and built up the thrifty and democratic government ruled by law. The responsibility of proletariate class government was liberation of labor and development of freedom, which would be achieved through the establishment and operation of the government system only if the proletariate class seized power.
