'Taking the blame and resign' is a kind of pursuing responsibility system aiming at the officials, which reflects the supervision aiming at the officials and the strengthening of the administrative responsibility. The essay makes analysis in 'taking the blame and resign' system's connotation, implementation significance and the place needs improvement.
