摘要
证券投资者保护基金具有风险补偿、危机处置和危机预防的基本功能,是维护金融稳定的公共安全网中重要的一环,但基金本身也存在负面影响,可能减损其效用。海外基金重在发挥功能,克服弊端的一整套运作机制设计,可以为我国证券投资者保护基金处理上述难题提供管理、运用和监督等方面的有益借鉴。
Securities investor protection fund constitutes an important part of the financial safety net. The fundamental functions of the fund are to compensate for the investors＇ losses, prevent and manage crisis where the functions have been greatly constrained by many negative factors. The success of the foreign funds focusing on the design of a set of operational system that plays functions and overcomes the weaknesses will hopefully provide some guidance for Chinese fund on the management, implementation and supervision.
