摘要
湖南省水资源相对较丰富,但时空分布极不均匀,丰水地区如何预防水危机,湖南省对丰水地区缺水期水资源调度进行了研究,提出了正常调度和应急调度两种方案。其缺水期水资源的调度,应坚持兼顾上下游、左右岸用水,坚持限污、节水、水工程调水相结合的原则,并采取相应的经济补偿方式,确保缺水期的用水安全。
Water resources is relatively rich in Hunan Province, but is unevenly distributed in time and space. In order to prevent water crisis in water-rich areas, studies of water resources regulation during dry period are made in water-rich areas of Hunan Province and two options for normal regulation and emergency regulation are proposed. Water resources regulation during dry period should follow the principle of considering both upper and lower reaches, left and right banks, pollution control, water conservation and water diversion, as well as economic compensation, so as to ensure water use safety in dry period.
