摘要
相对集中行政许可权是继相对集中行政处罚权及综合行政执法后的又一项改革措施,是我国《行政许可法》确立的一项旨在解决我国传统行政审批制度弊端的法律制度。该项制度的确立,对改革我国现行行政许可体制,建立新的运行机制,促进行政执法体制改革具有十分重要的作用。
Relatively Centralizing the Power of Administrative License is another measure of reform after the relatively centralized authority of admin- istrative penalty and comprehensive administrative execution. It is a law system so as to solve the disadvantages of our traditional and administrative approval system by the ＂Administrative License Law of The People＇s Republic of China＂. The system has a very important function for reforming our currently administrative license system, establishing the new proceeding system and promoting the reform of the system of the administrative execution .So we must make sure the conception of this system and law orientation.
