摘要
自国务院于2001年全面推动行政审批制度改革以来,审批制度改革取得了明显的成绩,但是目前的改革在很大程度上还属于一种应急的、浅层的、减量型改革,改革还处于初级阶段,更多深层次的问题尚未得到解决。改革的真正成功,需要在正确把握行政审批基础理论的基础上进行。因此,本文着重探讨我们行政审批制度的基本概念规范及其基于中国视角的特殊体制基础,以期对我国行政审批制度改革的顺利进行有所裨益。
As the State Council promote the reform of administrative examine and approve system reform comprehensively in 2001,the examine and approve system reform has got obvious achievement.But the reform at present is a kind of emergency_meeting,shallow,capacity_decreasing reform in a large extent .It is still in a primary stage,and yet many deep problems haven’t been solved .The really success of reform needs being carried through on the basis of grasping the basic theory of administrative examine and approve .Therefore,the text pays emphasis on probing into the basic conception of our administrative examine and approve system and the special system basis on the basic of China’s point of view,in order to be beneficial to going along our administrative examine and approve system reform smoothly.
