摘要
地区竞争经历了一个从无规则到逐步确立规则、从不规范到逐步规范的演化过程。当前,地区竞争的方式已经演进到以投资环境建设为主要手段的阶段。因此,增强地区竞争能力的核心手段,就是建设好以产业体系环境、要素市场环境和政府服务环境为核心内容的投资环境。
The regional competition evolved from non-regulated and nonstandard to regulated and standard, Now the pattern of regional competition has progressed to a phase that the main method is investment environment construction. Hence the main method of improve the regional competition capability is to construct the investment environment which include the industry system environment,factor market environment and government service environment.
