摘要
本文认为,受地区经济发展水平以及社会结构和文化观念等方面的约束,农村医疗保障的形式和水平必然存在差异,新型农村合作医疗制度应根据不同的县域选择不同的模式。文章提出,贫困地区可以选择“福利型+医疗救助”模式;经济发达地区可以选择“风险福利型+城镇医保”模式;中等发达地区可以选择风险福利型模式;不发达地区则可以选择风险型模式。
The author points out, restricted by regional economic development level, social structure and ideas of culture, there must be some differences in the form and level of rural medical care system. So, we should choose different mode of new type of rural cooperative medical care system in different regions. Mode of this system in depressed area should be ＂welfare and medical treatment＂; mode of this system in economic developed area should be ＂risk, welfare and medical assistant system in town＂; mode of this system in normal developed area should be ＂risk and welfare＂; and mode of this system in underdevelopment area should be ＂risk＂.
