摘要
山西新型农村合作医疗制度应该是一种非均衡的制度模式。不同的县域应该选择不同的模式,第一类贫困地区可以选择福利型加医疗救助模式;第二类经济发达地区选择风险福利型加城镇医保模式;第三类中等发达地区选择风险福利型模式;第四类不发达地区可以选择风险型模式。
Shanxi new rural cooperative medical system should be a non-balanced system mode. Different county should choose different mode, the first kind of poor areas could choose the mode of welfare plus medical assistance ; the second kind of economically developed areas should choose risk-welfare plus town medical insurance mode ; the third kind of middle-developed areas should choose risk-welfare mode; the fourth kind of underdeveloped regions could choose risk mode.
