摘要
对我国优秀运动员奖励政策的实施现状进行研究。结果发现,奖励政策的实施具有国家奖励突出奥运战略、地方奖励差异显著、社会积极参与奖励、物质奖励力度不断加大、精神奖励趋向多样化等特征,但也存在着奖励资金渠道狭窄、奖励体系结构有欠完善、奖金倒挂现象普遍、奖励的时效性短、重个人轻集体等问题。为促进奖励政策的实施,应坚持以人为本的奖励理念,加强制度建设,理顺奖励主体层次关系,建立优秀运动员奖励基金,采用多样灵活的奖励方式,实行多元化的奖励依据,适当加大政府物质奖励力度,把奖励政策纳入社会保障体系。
The study of the execution of the Chinese elite athlete awarding policies revealed that the national awards highlighted the Olympic strategies, the local awards were greatly different, the society provided awards,the material awards increased,and the spiritual awards varied. There were not enough resources of awarding funds,the awarding system was not perfect, the reverse bonus was universal, the award was not instant, the individual was more often awarded than the team. In view of these, the execution of the awarding policy should be people-oriented;the awarding system should be perfected;the awardees should be clarified;the elite athlete awarding fund should be established;the awarding should be given in flexible ways and on different bases;more awarding should be given by the government;and the awarding policy should be included in the social security system.
