摘要
近年来,中国养老保险制度改革取得了一系列进展。但是,旧制度隐性债务以及城乡二元经济社会结构,造成养老保险制度实施中存在许多阻力和问题,主要包括:个人账户做实后的管理问题、企业欠缴养老保险费的问题、养老保险基金随劳动力在地区间转移的问题、失地农民养老保险制度缺失的问题。为确保养老保险制度的顺利实施和有效运行,政府必须下大力气解决这些问题。
In recent years, China＇s insurance system for the aged has faced many difficulties because of the hidden debts and the urban-rural dual structures. These difficulties involve ： the problems of management of real individual account, the shortage of insurance premium for the aged, the problems of aged insurance funds transferring between regions, and the problems of land-lost farmers insurance. The government must try hard to solve these problems so as to ensure the implementing of the insurance system for the aged smoothly.
