摘要
我国养老保险制度在运行中不断遭受国有企业改革、城镇化以及未富先老等外界因素的影响，致使制度运行遭遇困境。外在的诱因导致原有的稳定系统出现熵增分支，加剧了养老保险制度运行的复杂性：究其原因是政府的责任缺位与管理越位。因此，明确政府职能及其界限应是我国养老保险制度运行困境的突破口。
China＇s pension system runs in jams resulting from external factors, including reform of state-owned enterprise, urbanization and aging before richness. These external inducements lead to entropy increase, which accelerates complication of China＇s pension system. The government is responsible for this, because of its lack of obligation and exceeding duty in management. So making a clear to the function of government is the breakthrough of bringing pension system into effect.
