摘要
从党的十三届四中全会到十六大,江泽民同志全面系统地阐述了新时期党风廉政建设和反腐败斗争的指导思想、基本方针、基本原则和方法步骤等,深刻分析和全面总结了我党开展党风廉政建设和反腐败斗争的经验。概括地说,主要体现在十个方面:开展反腐败斗争必须始终坚持党的领导和依靠人民群众;必须以经济建设为中心,以推动改革和发展、维护稳定为目的;必须综合治理,走法制化之路;必须树立持久作战的思想,坚持总体规划,稳步推进;必须从严治党,又坚持对人的处理持慎重态度;必须认真落实党风廉政建设责任制;必须加强调查研究;必须加强纪检监察机关的自身建设;必须进行国际合作;必须弘扬与时俱进精神,勇于创新。
From the 14th plenary of the 13th Congress of the Communist Party of China （CPC） to the 16th Congress of the CPC. JIANG Ze-min made a systematic presentation of the guidline, basic policies, basic principles and procedure of the CPC＇s undertaking of biulding an honest and clean government and combating corruption. He also made an in-depth and comprehensive summary of the CPC＇s experience of biulding an honest and clean government and combating corruption. In brief, his thoughts are represented in the following ten aspects： To combat corruption, adherence to the leadership of the CPC and depedence on the great masses are essential; The central plan should be made and specific steps are taken; The CPC must be strictly disciplined while the policies are correctly enforced and punishments are cautiously imposed; Responsibility system must be practiced for the construction of an honest and clean government; Investigation and study must be made; Discipline insepection commissions must improve themselves; International cooperations must be enhanced; The spirit of keeping pace with the times and becoming creative is to be promoted.
