摘要
一般来说,公共部门包括纯粹公共部门和第三部门。为了开发公共人力资源,使其功能最大化,加强公共人力资源管理制度建设具有重要意义。在管理层面使公共人力资源制度化,是提升公共人力资源功能的有效途径。我国公共人力资源管理制度可分为政治任命制度、公务员制度、弱势群体保护制度和非常任(弹性)用人制度。
Generally speaking, China's public sectors include the Governmental Organizations and the Third Sectors. It is the key to develop human resources, and to maximize the functions, and to strengthen the systematical construction. The manageable system of Chinese public human resources mainly includes such parts as the system of political appointment, the system of civil servant, the system of protecting the weak group and the system of flexible employment.
