摘要
建立完善的农村公共品融资体制是深化农村改革的重要内容。对山东农村地区公共品融资情况，区域差异，资金来源和融资方式，公共品融资决策、管理、监管机制，以及公共品融资效果与民主参与程度的调查表明．完善村民委员会选择制度和村民自治是实现村级财务管理科学化、民主化的基础，有必要进一步提高村民在公共品融资政策制定和财务运作监督中的参与程度。
The rural public financing system is a very important part of rural reform in China. The investigation into Shandong rural area includes the situation of public financing, regional differences, capital origin, methods of financing, the mechanism of decison-making, management, supervision, the efficiency and the democracy degree of public financing. It shows that consummating the selecting mechanism of villagers committee and the self-government of villagers are the base of realizing scientific and democratic financing management. It is very essential to make villagers to take part in the supervision of public financing policy making and operation.
