摘要
近年来,我国地方政府绩效考核呈现出一些新的特点,以苏南、苏中、苏北地区为例,主要特点是:一是考核指标以经济指标为主导;二是逐渐重视与经济社会全面发展有关的指标;三是考核指标与当前党委政府中心工作密切相关;四是考核主体呈多元化趋势、逐步建立群众参与机制。存在的不足之处表现为:没有形成系统的考核指标体系;缺乏对政府长期发展目标和可持续发展能力等方面的考核;没有重视施政成本因素。文章在实际调查的基础上对存在的不足提出了四条改进对策。
In recent years, the assessment of the performance of local governments manifests a set of new characteristics, which can be concluded as the following (with the cases in Southern, Middle and Northern Jiangsu Province taken into consideration) : Firstly, economic statistics remains as a major criterion of assessment; Secondly, attention has been directing to statistics involving the balanced economic and social development; Thirdly, the assessment statistics is closely connected with the focus of governmental work; Lastly, public participation mechanism is gradually introduced to diversify the main body of assessment. Deficiencies still exist: a systematic assessment system is yet to be developed; there is a lack of assessment of the long-term developmental goals and capability in sustainable development; administrative cost has not been given appropriate attention. This paper supplies four countermeasures for these deficiencies on the base of practical investigation.
