On October 27th,2006,we Shanghai Capital invited five officials and scholars to have a discussion about the new state- owned assets concept.How they are interested in such a topic is far beyond our imagination.Conclusions they have made after the discussion show us the importance of this area. What is new SOA?How to identify this concept?How to judge the former and the new SOA? Wang Shengyang considered that there is a clear division between the former and the new SOA,“The most obvious difference is that the former SOA is a common competitor and enterprise,while the new SOA need to take many governmental functions in hand and cannot put earning money as its first goal.That's one side.On the other side,the new SOA concept combines market and state-owned economy and has to be operated under enterprising form.That is to say,operates as an enterprise but do not focus on profit; performs the governmental functions but do not provide pure public products.
