摘要
矿产资源是自然资源的重要组成部分,是经济高速发展、社会进步不可缺少的原料和保障。从某种意义上说,一个国家矿产资源的丰富程度以及对其利用程度,足以反映该国的经济实力,甚至决定其战略地位。因此,保护和合理利用矿产资源,具有重要的现实意义和长远的历史意义。但目前,我国矿产资源仍面临着严峻的形势,有关矿产资源的法律制度仍存在众多问题,本文拟就完善我国矿产资源法制的必要性以及完善的途径进行一些探讨。
The mineral resource is the important component of the natural resource, which is the essential material and the safeguard of the high speed development and the progresses of the society. In some meaning, how mineral resource rich degree and utilization in a country, can reflect this country＇s financial condition, even can decide its strategic status. Therefore, protecting and utilizing the mineral resource reasonably has the important significance. But now our country mineral resource is still facing severe situation, and there are many problems in it. This article discusses the necessity of perfecting our country mineral resource and how to perfect it.
