行政伦理失范的产生源于行政管理人员的角色冲突、公共机构代表性和自主性的冲突以及集体行动与个人选择的冲突。克服行政伦理失范的唯一选择就是行政伦理本身的制度化,而行政道德立法是行政伦理制度化的核心内容,其重点是行政组织层面的伦理立法。
Odd administractive morality is an abnormal phenomenon of administractive power.Odd administractive morality is usually caused by role conflicts of administractive personnel, by conflicts between representativity and self-control of public administrations,and by confliets between collective actions and personal choices.The only choice to overcome odd administractive morality is systemization.To make laws of administractive morality is key content of systemization.we must put our emphasis of making laws of administractive morality on administractive organizations.
