摘要
城镇化战略中农民市民化不仅是单纯的人口聚居,更重要的是农民角色向市民角色的转化,市民社会的发展蕴涵着市民角色所应当具备的基本精神和品质,农民市民化的过程实质就是具备市民意识和精神的过程。但这一过程存在着制度性和非制度性障碍的阻碍,对电大而言,要在这些障碍中寻求机遇,充分发挥教育的育人功能和社会功能,紧密结合农民市民化的实际需要,研究制定符合实际需求的教育策略,开发教育资源。
The strategy of urbanization of rural population is not only a population problem, but also a transition from the roles of peasants to that of citizens. It is a process during which the peasants will develop the basic civic spirit and quality that is required in a civic society. However, there are some institutional and non-institutional obstructions during this process. TV universities should take the opportunity in removing these obstructions, give full play of the pedagogic and social function of education, closely meet the real needs of the urbanization of the peasants, discuss and formulate suitable educational strategy thus to develop the education resources.
