现阶段“,三农”问题的存在,直接影响着社会主义现代化建设的正常推进。为此,党中央不失时机地提出了加快社会主义新农村建设的战略构想。然而,农民素质的低下已成为制约新农村建设的天然屏障。面对这一严峻现实,必须采取一系列断然措施,不遗余力地提高农民整体素质,全面突破这一天然屏障,这是加快我国新农村建设的当务之急。
