摘要
《欧盟建筑能源性能指令(2002/91/EC)》不仅对欧盟实现可持续发展的能源战略具有深远意义,而且对我国建立健全建筑节能法律法规体系有着重要的借鉴意义。本文首先介绍了《欧盟建筑能源性能指令》的主要内容,然后针对我国建筑节能的现状,在借鉴欧盟等国建筑节能立法经验的基础上,提出了建立健全我国建筑节能法律法规体系的对策建议,以提升建筑节能在我国节能工作中的法律地位和作用。
Aiming at the current status of building energy efficiency in China and on the basis of analyzing the legislation experience of building energy efficiency in EU,this paper puts forward the strategies and proposals for constructing and perfecting our laws and regulations system of building energy efficiency in order to promote the legal status and function of building energy efficiency in the process of energy conservation in China.
