摘要
该文提出社会主义新农村建设新是关键、建是重点,应按照生产发展、生活富裕、乡村文明、村容整洁、管理民主来进行社会主义新农村建设。新农村建设要坚持三个阶段、五个重点、六项原则。提出搞好宣传、提高认识;筹集资金、增加投入;因地制宜、选准新农村建设的切入点;制定规划、有步骤推进新农村建设等6项政策。
This paper raises that ＂new＂ is the key point ~ ＂construction＂ is the keystone for constructing socialist new rural areas. The construction of socialist new rural areas must be carried out according to production development, life on easy street, rural civilization, neat environment and democratic management. The construction of socialist new rural areas must also adhere to three phases, five key points ＆ six principles. This paper puts forward six policies. They are： to conduct a good propaganda work ＆ to advance understanding, to raise money ＆ to increase investment, to adjust measures to local conditions ＆ to chose correctly the cutting points for the construction of new rural areas, to develop plan ＆ to push the construction of new rural areas step by step, etc.
