摘要
警察自由裁量权是警察权力中显著和特殊的一部分。警察自由裁量权存在的必然性和价值使其在20世纪初发现至50年代确立后,经历了短暂而又快速的发展过程。同时警察自由裁量权将会随着世界警务的发展而发展。
Police＇s right of discretion remains a prominent and special part in police＇s power, whose existing necessity and value brings itself a transient and fast development from the beginning of the 20th century to 1950s. Meanwhile, it also develop with the police service of the world.
