摘要
本文提出,要根据科学发展观的要求提高开放水平,正确认识中国经济社会整体发展所处的历史方位,认识中国开放型经济发展新阶段的目标,以深化国内改革作为提升开放效益的战略重点,加快加工贸易战略的转型与升级,努力实现在开放条件下的自主创新和技术进步,建立关于开放效益的科学评价标准和指标体系。
The article indicates that it is necessary to advance the opening level to meet the requirements of the scientific concept of development, correctly understand the historical orientation of China＇s whole economic and social development and realize development targets in the new stage of China＇s opening economy. With deepening domestic refonn as the strategic emphasis on advancing the opening level, to realize independent innovation and technology progress, and to establish scientific criterion and gargets system of the gains of an opening economy.
