摘要
我国近海是经济增长和发展最重要和最集中的区域。然而，随着沿海工业的发展，大量未经处理的陆源污染物随意排海，沿岸水域形成“黑潮”、“赤潮”，致使我国近海海域污染加剧，生态平衡失调，严重影响了海域资源环境的可持续发展。对排海污染物实行“纳污区”管理是海域使用管理基础工作之一，它可确保海域资源向市场健康流动，全面推进海域合理使用，增强海域资源后续发展能力。
The off shore area is the most important and the most concentrated area for the economic growth and development in China. However, with the industrialization of cities situated around the coast, a large number of the land-supply sewage untreated is freely discharged into the sea area.The 'black tide' and the 'red tide' have formed in stretch of the coastal waters,It has resulted in the serious seaside pollution and the ecological equilibrium disordered, and seriously affecting the continuative use and development of the resources and environment in the coastal areas.The administration of the 'Sewage Residence Region' for the contaminants discharged into the sea areas is one of the foundation for the employment of the sea areas. It can ensure the healthy development for the resources in the sea area towards the rnarkets and completely the advance the rationalization for the employment of the sea area, and then strengthen the ability of the continuative development for the resources and environment of the sea area.
