摘要
公共体育场馆建设在传统上一般由政府来组织供给、投资及经营等活动,政府的职责就经常表现为承担直接投资公共体育基础设施与场馆建设的职责,政府财政支出的负担也因此而越来越重。随着市场经济的发展,单一的政府投资已难以满足国民健身与竞技的需求,体育场馆建设越来越要求投资主体的多元化,一些新型的融资方式也应运而生,同时出现了相关法律的问题。
The public gymanasium construction generally organize activity and supplies, investment and management in the tradition by the government. Government~ responsibility frequently displays for undertaking the direct investment public gym construction responsibility, therefore the expenditure burden of the government becomes more heavily. Along with the development of market economy, the way of only depending on government＇ s investment is difficult to be satisfied with the national＇ s healthy and athletics demand. The gymanasium construction more and more requests the multiply investment subject , some new financing ways and Legal matters also arise at the moment.
