摘要
本文通过客观描述2003年“非典”时期医学界内部对SARS病原的不同认识和争论,以及这场争论对新闻传播产生的影响,对新、旧《中华人民共和国传染病防治法》的执行作了一些重要阐释。反思是理性的表现,最终的结论是:过去认为“非典”时期的所谓“媒体集体失语”和政府控制信息、压制不报等等观点,在很大程度上是站不住脚的,因为这种观点的提出者和响应者对真实情况并不了解。
By objectively describing various understandings of and controversies over the causes of SAILS within the medical circle in China when SARS was spreading in 2003, and by providing an objective account of the effects of the controversies on news transmission, this paper makes some important interpretations and explanations of the old and the new Regulations for Prevention and Cure of Contagious Diseases in the People＇s Republic of China. Reflections are a manifestation of the rational faculty. In the end the paper concludes that those assumptions that the media tended to remain silent on SAILS and that the Chinese Government controlled and suppressed news reports when SARS was spreading could hardly hold water, for those who held such assumptions and those who supported them were in the dark about the real situation.
