摘要
实行国家、地方、学校三级课程管理,确立与完善国家、地方、学校三级课程开发机制与管理模式,是新一轮基础教育课程改革的重点和亮点,也是教育管理体制以及课程改革深化的必然。国内外地方课程开发的理论与实践研究表明,地方课程开发在增强课程对地方、学校、学生的适应性,满足地方与学生发展的独特性、多样性、差异性以及有效促进地方、学生、学校、教师及课程自身的发展上具有独特的价值。
It is the main and bright point of the new curriculum reform of elementary education to practise the threeclass administration of the country, the district and the school and to establish and perfect the mechanism and administration mode of the three-class curriculum development. This is also the necessity of deepening the reform of curriculum and the system of educational administration. The theory and practice study of the local curriculum in and abroad suggests that local curriculum development has its special value in the aspect like enhancing the adaptablity of the district, the school and the student, meeting the particularity, diversity and difference of the development of the district and student, and accelerating the development of the district, student, school, teacher and the curriculum itself.
