摘要
影响村民选举的主要因素是现阶段农村集体经济制度和经营机制;落后的经济对村民选举的态度;乡村组织的利益冲突;乡村传统文化、家族帮派“路径依赖”、“村两委”关系及乡村领导信用的影响。提出了推进村民选举的对策思考:一是落实科学发展观,大力发展农村经济,增加必要的公共事业投入;二是加强民主与法制建设;三是转变政府职能,树立服务意识;四是削减家族的消极影响;五是提高村党支部的执政能力;六是加强精神文明建设,增强村民道德与法治观念。
This article summarized the main elements of influencing villagers＇ election. The first is the present system of collective economy and the mechanism of management; the second is that the underdeveloped economy influences the villagers＇ attitude of election; the third is the influence of conflict of interest among the village organization; the fourth is the influence of traditional villager culture; the fifth is the influence of kin and faction; the sixth is the influence of Depending on Path; the seventh is the influence of the relation between the two village committees; the eighth is the influence of credit degree of the village leaders. The article gave the countermeasures of improving villagers＇ election. The first is having a view of scientific development, developing village economy strongly and increasing necessary commonslity enterprise; the second is strengthening construction of democracy and legal system ; the third is changing the function of the government and setting up the consciousness of serving; the fourth is minifying the influence of kin; the fifth is strengthening the managing ability of the Party Branch; the sixth is strengthening the construction of spirit civilization and the villagers＇ conception of morality and the laws.
