摘要
从法治的视角看,和谐社会建构的重心是社会运行机制的和谐。作为一种化解矛盾的社会和谐机制,社会保障为实现社会的实质性和谐提供了根本的制度支撑。在和谐语境下,社会保障原有理念得到升华,可持续和谐、共同发展、公平优先等新理念充实进来,社会保障价值也被赋予全新内涵,法理价值和实践价值的认识也取得新的突破,实质正义获得理性回归。和谐社会与社会保障理念的契合、价值的耦合,社会保障新功能———社会和谐动力,尤其是人文动力的发挥,都会引导和促进社会保障的完善,进而必将推动和谐社会的建设。
Viewed from government by law, the main emphasis in building a harmonious society is the harmony of social working mechanism. As a mechanism of social harmony for settling contradictions, social security provides the basic system support for the realization of social harmony in essence. In a harmonious society, the original idea of social security is raised to a higher level ; the ideas of sustainable harmony, common development and the priority of equity come in ; the value of social security has new connotations ; the knowledge of legal theory and practice value gain breakthrough and justice in essence get rational regression. The agreeement of a harmonious society with the ideas of social security, value interconnection, the new function of social security-the motive power of social harmony will promote the perfection of social security and push the construction of harmonious society.
