摘要
我国城镇化发展面临的经济成本风险、社会成本风险和伦理道德成本风险有不断加大的趋势。我国城镇化成本风险有独特的形成机制:财政投资的自我膨胀机制,封闭化的利益保护机制,缺乏人本思想的领导干部政绩考评机制,城乡分割的文化、教育管理机制,不完善的农地产权机制。推进城镇化健康发展,必须建立有效的城镇化成本风险预警机制,建立一个科学的城镇化成本风险预警指标体系和城镇化成本风险警级加权综合评估模型。
The urbanization in our country faces the severe situation that the risk of economic cost, social cost and ethics cost is strengthening. The urbanization＇s cost risk in our country have special forming mechanisms： the self-inflation mechanism of finance investment, closing benefit protection mechanism; leading cadre achievements＇ checking and evaluating mechanism of lack of thought of based on human being; The culture and education＇s management mechanism of city and countryside that is broken up; incomplete property right mechanism of agriculture ground. If we would push forward health development of urbanization, we must set up the effective early-warning mechanism of urbanization＇s cost risk, a scientific early-warning index system of urbanization＇s cost risk and a synthesized evaluating model of urbanization＇s cost risk degree＇s coefficient.
