摘要
研究学术评价规范应尊崇一种实学精神,即要戒除浮躁虚渺,要根据学术研究和学术评价的现实状况总结探索出切实可行的办法,进而扎实有效地付之于学术评价实践中去。学术评价规范涉及到设计→运行→对象→过程→手段→投入→责任,这样七个重要因素,通过一系列切实可行制度为保障的评价实践,以达到周密化、程序化、分类化、民主化、网络化、国有化、监督化的程度和目的。
Research academic evaluation shall focus on real learning and rid itself of impetuosity and hallucnation in accordance with the actual conditions of the research so as to seek for a practical solution and put it into practice. This involves seven significant sections ：design→operation→target object→process→means→investment→ obligation. A practical and feasible system is needed to ensure the fulfillment of this practice to be more meticulous and democratic, characterized with logical sequence, scientific classification, networking, nationzlization and supervision.
