摘要
技能短缺现象目前已成为国际性的普遍问题,对各国的经济发展均构成了严重的制约,由此引起各国学术界与政治界的高度重视。特别是英国自20世纪70年代起便开始了对技能短缺问题的调查研究,已积累了大量的文献与实践经验,对研究中国技能短缺的成因及政策选择有借鉴意义。文章在客观描述英国近年来技能短缺现状的基础上,综合大量文献探讨其成因并介绍英国政府针对此问题所采取的措施,进而提出了对解决中国技术人才短缺问题的可借鉴之处。
Skill shortage as a globally pervaded phenomenon has become a great constraint to the economic development in countries in concern and therefore has drawn attention of the academic and policy circles. United Kingdom has already launched projects of surveys and studies on the skill shortages since the 1970s and accumulated extensive literature and practical experiences, which have important implications for China. This paper describes the recent situation of the skill shortage in the UK, summarizes relevant literature, discusses the causes of skill shortage, introduces the measures that were particularly taken for solving the problem by the UK government, and provides suggestions for China in dealing with this problem in light of UK's practice.
