摘要
循环经济立法的目的是实现可持续发展、促进循环经济,最终建立循环型社会。循环经济立法模式应当采用经济循环型和污染预防型相结合的模式。应本着“重要先行、先易后难”的思路,采取“三管齐下,循序渐进”的立法路径:修改现有的法律、法规,使之适应发展循环经济的需要,制定有关专项法律制度,制定循环经济促进法。
The purpose of the economy legislation is to bring about sustainable development, promote recycle economy and eventually establish a recycling society. The pattern of the legislation is a combination of economy recycling and pollution prevention. There are three ways of the legislation ： revision of the current laws and regulations to meet the needs of recycling economy development, making special laws related to the economy, and making recycling-economy-promotion laws.
