摘要
借鉴日本社区教育的做法，促进我国社区教育发展，必须依靠法律的强制和规范，把社区教育的立法工作提高到国家战略层次来考虑，使社区教育有法可依；必须整合各种教育资源。建立从中央到街道、村的独立的垂直管理体系；必须加强社区教育理论研究及规划，建立高素质的社区教育专职人才队伍。
Using methods of community education in Japan for reference to promote the development of community education in China, the following points must be done： relying on the compulsion and criterion of law, making the legislation of community education be considered on national strategic level so that community education can comply with laws; integrating various educational resources and establishing vertical management system from center to street or village; reinforcing the research and programming of community education theory and building high quality full-time talents troop for community education.
