摘要
政府转型时期决定了公共行政伦理必须紧跟时代发展并与时代精神相契合。本文试图以外部控制、内部控制及两者共通互融的视角,探讨政府转型时期公共行政伦理体系构建的新思路,以探求适应时代发展的伦理观得以真正实现的制度安排。
Public Administration Ethics should keep pace with the development of surrooundings and also adapt to the spirit of times,especially in the period of the government innovation.This thesis is going to hunt arter the effective method of public administration system arrangement by analyzing internal -control and external -control ,in order to achieve the better ethics system frame.
